Isang malugod na pagbati, aming kailyan!
Kasama ang ating Bise Alkalde na si Kgg. Jessie E. Aquino, mga miyembro ng Sangguniang Bayan, at lahat ng empleyado ng ating Lokal na Pamahalaan, buong puso naming iniaalay ang aming panahon, kakayahan, at serbisyo para sa isang maayos, mahusay, at matinong pamamahala—isang pamahalaang tapat, may malasakit, at tunay na naglilingkod para sa kapakanan ng bawat isa.
Ang lahat ng aming gawain at programa ay nakatuon upang higit pang mapaunlad ang ating pamayanan, mapalago ang kabuhayan, mapangalagaan ang kapayapaan at kaayusan, at mapanatili ang malasakit sa isa’t isa. Nais naming masiguro na maramdaman at makinabang ang bawat Moncadenian sa mga serbisyong handog ng ating pamahalaan.
Naniniwala kami na ang tunay na pag-unlad ay nakasalalay sa ating pagkakaisa. Kung tayo’y magtutulungan at magdadamayan, higit nating maisusulong ang isang tahimik, progresibo, at maayos na bayan—isang Moncada na hindi lamang maipagmamalaki kundi tunay ding maipamamana sa mga susunod na henerasyon.
Muli, isang taos-pusong pagbati at pasasalamat sa inyong lahat. Ang Moncada ay atin, at ang tagumpay ng bawat isa ay tagumpay ng lahat.

Mayor Ramon Benito M. Aquino embodies a proud tradition of public service, being raised in a family devoted to governance and community development. His career in local service began as a Municipal Councilor, where he built a reputation for integrity, diligence, and a deep sense of accountability to the people of Moncada. In November 2022, upon the passing of the late Vice Mayor Jaime Duque, he rose to the position of Vice Mayor. His dedication, humility, and proven leadership eventually brought him to the highest elective office of the municipality, the Mayor of Moncada. Mayor Aquino is widely admired for his simplicity and accessibility, qualities that endear him to the community. At the same time, he is a strong advocate of good governance, ensuring that transparency, efficiency, and participatory leadership remain at the core of public administration. Under his leadership, he foresees that Moncada will remain a consistent recipient of the Seal of Good Local Governance (SGLG), the highest recognition conferred by the Department of the Interior and Local Government. This reflects his determination to institutionalize effective, accountable, and people-centered governance. Together with the Vice Mayor, members of the Sangguniang Bayan, and the entire workforce of the Local Government Unit, Mayor Aquino champions a collective vision for Moncada: A leading diversified Agro Industrial Municipality in Tarlac with God loving, resilient and empowered citizens living in a sustainable and ecologically balanced environment, supported by well-planned and functional infrastructure, working towards an inclusive and competitive economy anchored by dynamic leadership and innovative governance. This vision is not merely a statement, but a shared commitment of the entire local government, an assurance that under Mayor Aquino’s leadership, Moncada shall continue to move forward with unity, innovation, and genuine service to its people.
