During its 15th Regular Session for CY 2025, the Sangguniang Bayan of Moncada deliberated and approved several key measures aimed at advancing the municipality’s social welfare, agricultural development, and participatory governance initiatives.

In support of social welfare programs, the Council approved a Memorandum of Agreement between the Municipal Government of Moncada and the Department of Social Welfare and Development (DSWD) to ensure the continued implementation of vital social protection programs. The Body likewise approved the reorganization and expansion of the Youth Development Session (YDS) and Family Development Session (FDS) teams to further strengthen community-based interventions. These initiatives particularly highlight efforts to encourage 4Ps beneficiaries and out-of-school youth to pursue technical-vocational trainings and scholarship opportunities at the Moncada Polytechnic College (MoPC).

Reaffirming the LGU’s commitment to social development, the Council also adopted a resolution integrating social welfare programs into the municipality’s Local Development Investment Program (LDIP), Comprehensive Development Plan (CDP), and Annual Investment Program (AIP). The resolution was jointly sponsored by MFSK President Erven B. Prado and Councilor Janius John C. Yasay, on behalf of Councilor Leslie G. Lopez.

In support of the agriculture sector, the Sangguniang Bayan passed a resolution authorizing the re-implementation of the Palay Marketing Assistance to Legislators and Local Government Units (PALLGU) Program. Under this initiative, participating LGUs such as Moncada will provide a P2.00 per kilogram premium on top of the National Food Authority’s (NFA) existing ₱23.00 buying price for dry palay. This move aims to enhance the farmgate income of local rice farmers. The measure was sponsored by Coun. Celeste A. Ayson.

Promoting participatory governance, the Council approved the accreditation and recognition of another batch of Civil Society Organizations (CSOs) actively operating within Moncada, further strengthening citizen participation in local development planning and implementation.

To promote local employment and inclusive economic growth, the Council approved a Resolution Promoting Local Employment and Inclusive Growth by Encouraging Local Businesses and Related Enterprises within the Municipality of Moncada to Employ Local Residents. The measure, authored by Councilor Jayvee B. Natividad, seeks to strengthen the local economy by prioritizing the hiring of qualified Moncadenians, thereby promoting sustainable livelihood opportunities for local residents in town.

Meanwhile, the Body also enacted an Ordinance establishing a Scholarship Fund for Moncada Polytechnic College, authored by Councilor Michael B. Uycoco. The ordinance seeks to consolidate resources dedicated to supporting scholarship benefits for qualified MoPC students, ensuring sustained access to higher education for deserving youth.

Lastly, the Sangguniang Bayan approved on review the Barangay San Leon Ordinance strengthening the implementation of the “Tapat Ko, Sagot Ko” program within the barangay. The measure was sponsored by Councilor Dean Michael V. Duque.

Through these measures, the Municipal Council continues to demonstrate its strong commitment to inclusive growth, holistic human development through educational opportunities, social protection, and participatory governance, anchored on its vision of a progressive and people-centered municipality.
